$20.3 Million to aid refugees Obama opening floodgates by inviting Hamas to“migrate” to the U.S.A.? Some thought that first call to the leader of the Palestinian authority was forspite. Others for statesman like reasons, still others for appeasement. Given that a clip from Al-Jazeera televised Hamas-controlled Palestinians“burning up the phone bank from Gaza” to rally support for his presidentialcampaign, perhaps the telephone call was made out of gratitude. Seven days later on January 27, President Obama signed PresidentialDetermination No. 2009-15, which allocates $20.3 million for Palestinianmigration and refugee assistance. Today a memo sent by President Obama to Secretary of State Hillary Clintonseems to invite Hamas to “migrate” into the United States of America. The presidential determination covers the “Unexpected Urgent Refugee andMigration Needs Related to Gaza.” “By the authority vested in me by the Constitution and the laws of theUnited States, including section 2(c)(1) of the Migration and RefugeeAssistance Act of 1962 (the “Act”), as amended (22 U.S.C. 2601), I herebydetermine, pursuant to section 2 (c) (1) of the Act, that it is important tothe national interest to furnish assistance under the Act in an amount not toexceed $20.3 million from the United States Emergency Refugee and MigrationAssistance Fund for the purpose of meeting unexpected and urgent refugee andmigration needs, including by contributions to international, governmental, andnongovernmental organizations and payment of administrative expenses of Bureauof Population, Refugees, and Migration of the Department of State, related tohumanitarian needs of Palestinian refugees and conflict victims in Gaza.(Italics CFP’s). “You are authorized and directed to publish this memorandum in the FederalRegister,” President Obama instructs the new Secretary of State. Two days before Obama’s inauguration, Israel began pulling its troops out ofGaza. One week after his inauguration, President Obama designated $20.3 million tothe Palestinians in Gaza.
